Paul Starobin imagines an America run in a freewheeling style

Devolved America is a vision faithful both to certain postindustrial realities and to the pluralistic heart of the American political tradition.  It could mean a future where small – and much more independent – regions of the United States and elsewhere draw on their individual strengths and create a world order that might just work.
